The lockdowns of states are very important, the closure of borders only for other but related reasons. But without knowing the number of unreported cases, it's utmost impossible to control the current situation.

No one can see the virus, with an incubation time of up to 2 weeks and infected people potentially not yet showing any symptoms. Everyone is currently a ticking bomb without having been tested.

Testing is not only a matter of costs, and I'm aware that the tests need first to be produced. But too many countries are still not testing enough. The UK and the USA might be surprised once they are finally starting to test for SARS-CoV-2 on a larger scale. No one should currently further waste precious time!
